Questions to settle first

What stamp duty does a foreigner pay to buy a home in Singapore? Two duties apply. Buyer's stamp duty is charged on every purchase, and from 15 February 2023 its top marginal rate for residential property is 6%. Additional buyer's stamp duty (ABSD) is charged on top: the Inland Revenue Authority of Singapore (IRAS) sets it at 60% for a foreigner buying any residential property, and for a Singapore permanent resident at 5% on a first home, 30% on a second and 35% on a third or later one.

Can a foreigner buy a landed house in Singapore? Only with approval. The Singapore Land Authority (SLA) says a foreign person must seek approval under the Residential Property Act to buy landed residential property such as a terrace, semi-detached or detached house, and assesses each application case by case: the applicant should have been a permanent resident for at least five years and must make an exceptional economic contribution to Singapore. An assessment generally takes about 30 working days. A condominium unit, a flat unit, and a strata landed house in an approved condominium development can be bought without approval.

Who pays the agent when I rent a home? It depends on the firm, so ask before the first viewing. SEPE says its service costs the client nothing on standard leases, as the owners pay the commission, and Citiprop says a renter's agent is generally paid by the landlord's agent. ERA's published fee guide, by contrast, sets what a tenant pays its agent: on a whole unit leased for more than 12 and up to 24 months, S$1,500 or one month's gross rent, whichever is higher, plus GST.

What stamp duty is due on a lease in Singapore? IRAS charges stamp duty on a lease when the average annual rent exceeds S$1,000: 0.4% of the total rent for a lease of four years or less, and 0.4% of four times the average annual rent for a longer lease. Ask the agent and the landlord who will pay it before the tenancy agreement is signed.

What should I check before engaging a property consultancy? Check the company on BizFile, ACRA's register, under the name on its terms or at the foot of its site: every entry on this page gives the company's UEN and when ACRA shows it registered. Ask in writing what the firm will do, what it charges and who pays it, and whether a loan, relocation or settling-in help costs extra. If you are buying, work out the stamp duty first: IRAS says the rate of ABSD depends on the buyer's profile on the date of purchase.
