Questions to settle first

What does a mortgage broker cost in Singapore? Nothing, on what the seven brokers on this page say: each says it is paid by the banks or other lenders, not by the borrower. The loan's own costs, such as legal and valuation fees, are separate. Two of the seven publish rewards on top: MortgageWise a S$100 voucher on a loan of at least S$500,000, and DollarBack Mortgage a refinancing cash reward of up to S$3,300 on a loan of at least S$300,000.

How do I choose a mortgage broker? Start from the loan you need. Five of the seven say they handle commercial property as well as homes; DollarBack Mortgage and Mortgage Master list home loans only. Then ask how many banks the broker compares and which, whether it will tell you when repricing with your own bank is the better move, and whether every bank pays it the same, as Mortgage Master and KeyQuest Mortgage say on their pages.

Does a mortgage broker need a licence? The rules of the Monetary Authority of Singapore (MAS) on housing loans apply to the lenders: its page on the debt servicing rules lists banks, finance companies and merchant banks. MortgageWise and DollarBack Mortgage say on their own pages that they do not give financial advice and are not licensed or regulated by MAS. So check the broker's company on ACRA's BizFile under the name it gives you (every entry here shows its UEN), and read the bank's letter of offer itself.

How much can I borrow for a home? MAS's page on loan limits says a borrower with no other housing loan may borrow up to 75% of the property's value, or 55% where the loan runs beyond 30 years (25 years for an HDB flat) or past the borrower's age of 65. Its page on servicing ratios caps total monthly debt repayments at 55% of gross monthly income, and, for an HDB flat or an executive condominium still inside its minimum occupation period, repayments on property loans at 30%.

When should I start looking at refinancing? Mortgage Master's FAQ puts the usual time to start a refinancing at least three months before the loan's lock-in period ends, and a repricing about a month before. Repricing, as DollarBack Mortgage's FAQ puts it, moves you to a new package at the same bank; refinancing moves the loan to another bank.
