Questions to settle first

What does an immigration consultant cost in Singapore? Each firm sets its own fees. Transform Borders publishes a range on its own pages: SGD 2,200 to 2,500 for a permanent residence or citizenship application, excluding ICA's fees, and SGD 1,500 to 1,800 for an Employment Pass, including MOM's fees. The government's own fees are separate: ICA charges S$100 for each permanent residence application, and MOM S$105 for an Employment Pass application. Ask any consultant for a written quote that keeps its own fee apart from the government's.

Do I need a consultant to apply for permanent residence? No. ICA assesses each application itself, taking into account factors such as family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. A consultant can help prepare the documents and present the case, but the decision is ICA's.

Who may file an Employment Pass application? MOM's page says an Employment Pass is applied for online by the employer or an appointed employment agent. MOM's online directory of employment agencies shows whether a firm holds an employment agency licence, with its number; the entries on this page that hold one give the number.

How can I check a consultant before signing? Look the company up on ACRA's BizFile to see that it is registered and live, and check that the name matches the one on the contract. If the firm will file a work pass for you, look for its licence in MOM's directory of employment agencies. Ask what the fee covers, what is charged on top, and whether any part of it is refundable.

Can a consultant guarantee permanent residence? No. ICA decides every application, and Singapore Top Immigration's own FAQ says there is no guarantee of approval even when a firm is engaged.
