Questions to settle first

Does a home cleaning company need an NEA licence? Not for cleaning a private home. NEA's FAQ says businesses providing domestic cleaning services at premises occupied as a private residence do not need to be licensed, while office cleaning, carpet and upholstery cleaning and the cleaning of condominium common areas do. Seven of the eight companies on this page hold a licence on NEA's list of licensed cleaning businesses as at 19 October 2026. Helpling, whose cleaners are independent contractors booked through its platform, is not on that list.

What does part-time home cleaning cost in Singapore? Rates on this page start from S$16 an hour. Nimbus Homes charges from S$16 an hour for housekeeping, with the customer providing the vacuum and mop. Luce's weekly daytime cleaning starts from S$18 an hour for 4-hour sessions. Helpling charges from S$21 an hour weekly or fortnightly, plus a S$3.90 platform fee on every booking. Sureclean's recurring cleaning starts from S$22 an hour, with a minimum of 3 hours. Auntie Cleaner sells a weekly 4-hour package at S$478 a month.

What does move-in or move-out cleaning cost? Prices go by the size of the home. DW Part Time Helper charges an HDB flat S$250 for two rooms to S$380 for five rooms. Luce starts at S$250 before GST for under 500 sq ft, and Helpling from S$300 under 500 sq ft. Nimbus Homes cleans an empty home from S$300 for a two-room HDB flat or one-bedroom apartment. Sureclean gives move-in or move-out cleaning from S$370.

What do the classes of NEA's cleaning business licence mean? All three classes last two years. Class 3 is for new cleaning businesses only and cannot be renewed: a holder must move up to Class 2 or 1. Class 2 needs at least S$25,000 of paid-up capital and Class 1 at least S$250,000. On this page, Whissh and Luce hold Class 1 and the five other licensed companies Class 2.
